PCE Data and Micron Earnings Take Center Stage 30/09/2026

U.S. stocks finished slightly lower Tuesday, recovering from session lows after comments from New York Fed President John Williams tempered expectations for another interest-rate increase in October.

The Dow Jones Industrial Average fell 132 points, or 0.26%, to 51,349.92. The S&P 500 slipped 0.16% to 7,670.84, while the Nasdaq Composite declined 0.09% to 26,797.54. All three indexes posted a second consecutive losing session.

Williams said there was "no need for urgency" following the Fed's September rate increase and suggested one additional hike could be appropriate later this year. Market expectations for an October increase fell to roughly 50% from about 70% a day earlier.

Treasury yields nevertheless remained elevated. The 30-year yield climbed above 5.6% intraday, reaching its highest level since 2002, while the benchmark 10-year yield briefly topped 5.29%.

The combination of elevated bond yields and oil prices continues to pressure equities, with bank stocks among Tuesday's laggards.

Attention now turns to Wednesday's August Personal Consumption Expenditures price index, the Federal Reserve's preferred inflation gauge, which could provide fresh clues on the path of interest rates. Micron Technology (MU) will also be in focus when it reports earnings after the closing bell.

Trump, Tech Leaders Back Voluntary AI Oversight as Safety Debate Intensifies

President Donald Trump and a group of leading technology executives endorsed a voluntary framework for artificial-intelligence development Tuesday, reinforcing the administration's preference for industry self-regulation as pressure builds for stronger AI safeguards.

Trump said after a White House luncheon that he was seeing "tremendous self-policing" across the industry and that the administration was considering a roughly 10-member committee to oversee AI. House Speaker Mike Johnson described the agreement as a voluntary statement of principles rather than a binding regulatory regime.

The approach is consistent with the administration's broader AI policy, which emphasizes collaboration with private companies while avoiding mandatory licensing or preclearance requirements for frontier models.

The gathering comes as debate intensifies over how quickly increasingly capable AI systems should be developed. Anthropic CEO Dario Amodei reiterated concerns about emerging risks and said discussions over potential safeguards were continuing. Anthropic has separately argued that increasingly capable systems bring both greater benefits and potentially more consequential misuse risks.

Executives including Nvidia's Jensen Huang, Tesla and SpaceX CEO Elon Musk, Meta's Mark Zuckerberg, Google's Sundar Pichai, Microsoft's Satya Nadella and OpenAI President Greg Brockman attended the event, according to CNBC.

The divide highlights a central question facing the AI industry: how to preserve the rapid pace of innovation while establishing enough safeguards to manage increasingly powerful systems. The Trump administration has so far favored voluntary cooperation and a national framework designed to maintain U.S. leadership in AI rather than imposing broad restrictions on development.
